The International Center for Policy Studies (ICPS) is an independent think-tank whose aim is to promote the introduction of public policy concepts and practices in Ukraine.

To this end, we facilitate increased awareness among the Government and the general public of the need to analyse policy alternatives and to study the possible impact of making or not making a particular policy decision.

ICPS focuses on certain areas that are strategically important for Ukraine: economic policy, policy analysis, public administration reform, regional policy and local government, European integration, development of NGOs and education policy.  ICPS follows closely EU- Ukraine relations and has conducts some leading research in this field, as well as other research about Ukraine and the Central and Eastern Europe region. ICPS has conducted research for international organizations such as the World Bank or UNDP.

Main Tasks

ICPS will mainly be responsible for WP5 of EU4SEAS, the Four Freedoms, while contributing extensively to the other remaining six WPs, with research and links in the Black Sea and Caspian regions.

Vira Nanivska is a renowned expert on public administration and the reform of political institutions, and a proponent of institutional desovietization. As Director of ICPS from 1997 to 2006, Ms. Nanivska actively promoted the democratization of institutions and the modernization of Ukraine’s economy. Over 2006–2009, Ms. Nanivska was involved in reforming the Civil Service in Ukraine as the President of the National Academy of Public Administration (NAPA) under the Office of the President of Ukraine. In September 2009, Ms. Nanivska was appointed head of the City Institute in L’viv, a think-tank. Since April 2010 Vira Nanivska is a Director of International Centre for Policy Studies.

Ildar Gazizullin, Senior Economist at ICPS. Mr. Gazizullin is involved in policy analysis and business consulting, macroeconomic and sectoral forecasts, advocacy campaigns. His recent research area is the feasibility and prospects of the Deep Free Trade Agreement between the EU and Ukraine, with a particular focus on the energy sector. Mr. Gazizullin is a member of a Scientific Board of the EU4SEAS Project.
