Objective: The field research of the EU4Seas project is designed to provide empirical evidence which is comparable amongst topics, within sub-regions and across the four covered areas. This evidence, together with the texts prepared for the seminars, will constitute the base for the general analyses (final report, policy papers, comparative articles and best practices reports), thus allowing the project to reach some scientific and policy relevant conclusions.

Expected results: The research should in the first place yield a large number of interview reports that would give not only concise information about the topics we are covering, but also a more general sense of the relative importance, general trends and past and future evolution of the issues, in a standardised format, in order to allow for comparison.

Outcomes: The field research is designed to produce four different sets of data:

  • Interview reports. A collection of documents made during the field research to provide information about the four topics will be documented in a standarised formated report in English to allow a comparison. This anonymized information will be the core material to complete the Policy Papers, a framework collecting the research targets with the concepts and variables we measure or for which we interrogate. As for level of analysis,  the document will consider following six dimensions:
Sub-regional Cooperation
Main challenges in the region concerning the topic and the sub-regional approach to tackle them.
Effectiveness of sub-regional co-operation
Achievements and failures in sub-regional cooperation: causes and examples of best practices
The EU and other relevant actors
Main actors (national and international level) involved in sub-regional cooperation
Impact of the EU’s policy on sub-regional frame
Evidence of EU’s policies impact in the sub-region: link with (in)-effectiveness of sub-regional initiatives
Convergence/Divergence of interests and objectives
Main concerns of each actor about the topic
Norms, rules, agreements and common identity
Interaction, socialization and common identity at sub-regional level and with the EU
  • Best practices. A collection of Best Practices in sub-regional cooperation and/or successful interaction between the EU and sub-regional institutions will be identified and described in a pre-fixed form that will then be included in a specific dataset that will be available online. The main objective is provide practical and concrete examples of multilateral co-operation on each topic and study their possible applicability/transferability to other basins.
  • List of agreements. Designed to provide a general mapping of sub-regional multilateralism, a list of international legal agreements will be compiled in a third dataset. The list of Agreements will refer to topics related to the project (Security, Political, Environment, Maritime, Trade, Financial co-operation and Mobility) to cover the four basins (Mediterranean, Caspian, Black and Baltic). The main objective will be to analyze the institutional relations between the EU and each sub-regional multilateral arrangement in order to identify and assess each institution.
