The EU and sub-regional multilateralism in Europe’s sea basins: Neighbourhood, Enlargement and Multilateral Cooperation. An FP7 collaborative research project (2009-2011) conducting an analysis of sub-regional multilateralism in the four maritime basins (Baltic, Black, Caspian and Mediterranean).
The CIDOB Foundation is Spain’s oldest International Relations think-tank and research centre. CIDOB has more than 30 years experience and a wide network of partners in Europe, the Mediterranean and Latin America.
The CIDOB Foundation has well accredited expertise in European, Mediterranean and Latin American issues, and it is internationally known for its research on topics such as Human Security, International Migrations or Reform of Security Sector.
The Foundation is closely linked to some of Spain’s leading research groups and institutions in international relations, such as Institut Barcelona d’Estudis Internacionals – IBEI, a sister institution devoted to excellence in teaching and academic research, or the Observatory of European Foreign Policy at the Institut Universitari d’Estudis Europeus, Spain’s only research team working exclusively on European Foreign Policy. The closely interconnected research teams of these three institutions combined form one of Southern Europe’s leading clusters in International Relations research.
Main Task
CIDOB is the co-ordinating institution for this project. As such, it will be responsible for work packages 1 (‘The EU and sub-regional multilateralism), 6 (communication and diffusion) and 7 (management). In addition, CIDOB will contribute to the other four work packages with research and links in the Mediterranean region.

Dr. Jordi Vaquer i Fanés is the Director of CIDOB. Dr. Vaquer will be responsible for day to day Co-ordination of the project. Dr. Vaquer has extensive practical experience in international relations at the regional level, and he has an academic background at the London School of Economics, where he got his PhD. He has published internationally, mostly in issues related to Spain and the EU’s relations with the Maghreb.
Francisco Andrés Pérez
Project Manager

Dr. Francisco Andrés Pérez is the Project Manager. Dr Andrés Pérez will be responsible for the management and dissemination tasks and for giving support to the implementation in consultation with the Project-Coordinator. Dr Andrés Pérez holds a Bachelor in Journalism, a PhD in Mathematics and a master in International Relations. He is member of the Observatory for European Foreign Policy at Autonomous University of Barcelona.
Oriol Costa
Berlin’s Freie Universität
Dr. Oriol Costa is a Post-doc Research Fellow at Berlin’s Freie Universität and a member or the Observatory for European Foreign Policy. Dr. Costa holds a Bachelor in Environmental Sciences and a PhD in International Relations. He is a specialist in international environmental regimes, and his latest research has focused on the Mediterranean.
Eduard Soler

Mediterranean Programme, Coordinator
Dr. Eduard Soler is the co-ordinator of the Mediterranean Programme at CIDOB and a PhD candidate at the Autonomous University of Barcelona. Dr. Soler is an expert in EU’s relations with Turkey, and he has published extensively in Spain and abroad about this as well as other Mediterranean topics.
Gemma Pinyol

Migration Programme, Coordinator
Gemma Pinyol co-ordinates the Migrations Programme at CIDOB. She is an expert in European migration policies, the topic of her recent articles and conference papers. Gemma Pinyol’s contribution will be mainly on WP5, in particular with those issues concerning the free movement of people.
Ruth Ferrero
Prime Minister Office, Spain
Ruth Ferrero is a researcher in Spain’s Primer Minister Office and a researcher in international affairs. Her research focuses on south-eastern Europe and the Black Sea basin, where she has done extensive field work in issues of national minorities. Mrs. Ferrero has published articles on these topics as well as on migration issues.
